Change made: Core data surfaced on cards (e.g., RN 3/6, PCA 2/4) so decisions happen at the calendar level.

Issue found: Creating shifts cell-by-cell was slow; managers needed batch time selection or faster new-shift actions.


Change made: Added a date-range picker, bulk add entry, and drag-to-create on the calendar. Introduced a Publish confirmation dialog to prevent misfires.
